A leaked report has just been revealed that Sierra Leone’s Foreign Minister, Dr. Samura Kamara was the first person to be denied and eliminated during his bid for the African Development Bank Presidency because of integrity problem.
This revelation was published on Friday 22nd September 2017 by the Department of Foreign and Public Relations after the compilation of the report on eight of the candidates who contested for the position. The leaked report was presented to the current ADB board.
Dr. Samura Kamara, as revealed was rejected because he could not produce his Doctor of Philosophy-PhD degree which he said he got in United Kingdom from Hull University. Other candidates had non performance problem which was why Nigerian Economist-Akinwumi Adesina overwhelmingly defeated her competitors.
This is not the first time Dr. Samura Kamara has faced similar integrity problem by deceiving several panels that he acquired a PhD degree and double Masters degrees. In Sierra Leone, when President Ernest Bai Koroma appointed him as Minister of Foreign Affairs and International Relations on 18th December 2012, he couldn’t fill in his Date of Birth and the Assets Declaration Forms were not filled with details of his accounts.
His Nomination suffered setbacks when he faced the Appointments Committee in Parliament. He was stood down and asked to submit his original certificates but told the Committee that he left his documents in United Kingdom. He promised to contact his daughter for his original certificates to be faxed and submitted to the Appointments Committee. This was never submitted. In order to save him disgrace, President Koroma had to intervene and save his neck behind closed doors. President Koroma’s intervention was his own miracle which was why he had a smooth ride amid a mediocre Committee.
The Hon. Member of Parliament representing Constituency 23, Kono District-Eric Komba Koidoyoma submitted that, “the Parliamentary Forms were not well filled as the nominee had failed to enter his date of birth that contains his Bio data.”
Another MP says, “I am still trying to fathom how this man was approved as Finance Minister and now Foreign Minister.”
Popularly known among contractors as Minister ten percent, Samura Kamara has made many people including the ADB to doubt the academic qualifications of Sierra Leoneans. We have contacted Samura Kamara but has refused to comment.
